This Tuesday, Sept. 22, 2009 picture provided by the Pennsylvania Society for the Prevention of Cruelty to Animals’ shows a female cat covered in duct tape from head to toe. A $1,000 reward is being offered for information leading to the conviction of whoever wrapped the feline.
